Smart Card based Driving Licences
Introduction
The Government of India (GoI) has issued guidelines for introduction of smart card based driving licences and e-governance facilities in various functions of the Transport Departments in all States of India. Accordingly, Government of NCT of Delhi decided to provide high quality services for issuing smart card based driving licences and paper based learner licences in all Zonal Transport Authorities in Delhi.
What is Smart Card
A Smart Card is a plastic card of the size of a credit card with an integrated circuit built into it. It has a microchip as the central processing unit and memory for data storage of around 16KB-64KB. Smart cards can store and process information and are fully interactive.
Advantages of a Smart Card
- Ensures physical presence of the applicant at the time of preparation of the driving licence
- Builds a centralized database of all driving licences
- Is an effective check on issue of multiple licences
- Enhanced security features help eliminate forgery and counterfeiting
- Printed information and photographs can be digitized and stored into the card
The Project was initiated in Oct'08 and has been since successfully implemented in all Zonal Transport Authorities in Delhi. During last one year, more than 5 lakhs smartcard based driving licences have been issued. This new system has resulted in computerization of the complete driving licences issue process, thereby minimizing human interference and making it more secure and transparent, speeding up procedures and reducing the waiting period. The response of the applicants to these high quality driving licences has been very positive.
Dispatch of Smart Card based Driving Licences in Delhi
Transport Department of GNCTD took a decision to dispatch smart card based driving licences through courier instead of delivering them manually across the counter. Security concerns called for physical verification of the applicant's address.
This process had several advantages:
- Convenient for the applicants - they don't have to wait as licences are delivered at home.
- Address verification - since the licences are now delivered at the residential address provided by the applicant, there is no scope to get licences issued on a false address.
- Does away with the nuisance of touts and other middlemen who seek tips.
DIMTS was awarded the responsibility of designing, developing, installing, operating, maintaining and managing driving licence issue system in Delhi.
Issue of Smart Card based Three-wheeled Scooter Rickshaw (TSR) Permits
Transport Department of GNCTD took a decision to convert all existing paper based TSR permits to smart card. This was necessitated for security reasons as it would allow effective monitoring and control. The Project was initiated in Oct' 09 in Burari Zonal Transport Authority.
On behalf of the Transport Department, GNCTD, DIMTS took the responsibility of project conceptualization and structuring, software development, technical specification, integration with VAHAN database, procurement of services, project commissioning and execution.
During last one month, more than 5000 paper based TSR permits have been successfully converted to Smart Card.
